Does anyone know who's in the picture and a date?

That picture was taken on October 1, 1988 during the 100th anniversary parade of the PCVFC. The person in the driver's seat is on loan from Frontier Town who provided us the horses to pull the steamer. We had to find him an old uniform to wear. I think Marion Sr. may be the tender on the rear. I can't tell who the firefighter is that is walking alongside the horses.
